Coat an 8-inch round cake pan with cooking spray. Set it aside.
RED LAYER
Melt 1 1/2 tablespoons of butter in a large pot over medium heat. When the butter has melted add in the marshmallows and food coloring. Stir over low heat until the marshmallows have completely melted and you like the color you've achieved.
Remove from heat, pour in the Rice Krispies and transfer the mixture into the prepared cake pan an press it firmly against the inside edge of the pan to form about a 1-2 inch circle layer. Let it cool while you prepare the other layers.
WHITE LAYER
Melt 1 1/4 tablespoons of butter over medium heat. When the butter has melted add in the marshmallows and stir until melted. Add the Rice Krispies and stir until fully combined. Press the mixture firmly inside the red layer border, pushing it down to compact it. Let it cool while you prepare the blue layer.
BLUE LAYER
Melt 1 1/4 tablespoons of butter over medium heat. Add in the marshmallows and food coloring and stir until desired color is achieved and the marshmallows are melted. Add in the Rice Krispies cereal and stir until combined. Press the mixture firmly inside the white layer border, pushing it down to compact it, and allow it to cool completely in the pan.
Once cooled, place a serving plate on top of the pan and invert the pan. Slice into wedges and top with a dollop of whipped cream, and decorate with festive sprinkles (optional).
